win11 32-bit setup suddenly not working

setup-x86.exe on the cygwin site doesn't work (no publisher verification, stops with complaint it can't install on a 32-bit machine).  27 Nov 2022
A version on a machine I set up a week ago's download area still works albeit with a version number mismatch comment on the new machine.

I install 32-bit versions so that all the binaries on XP systems also run on win11 systems.
