Cygwin 3.4.3 and 3.5.0... hangs in make, top, procps, ls /proc/PID/...

Drat.  I pushed a patch.  This is fixed in 3.5.0-0.124.g1d4110e347ad.x86_64
and the upcoming 3.4.5 (had to skip 3.4.4, don't ask...)
