BUG: /usr/bin/uptime always reports 0/0/0 average

I'm not sure if it's known or not, but there appear to be issues with multiple tools included in the procps-ng package. I reported a similar issue a while back regarding user and system reports in w, top, uptime, etc.

$ uptime
 10:09:01 up 15:59,  0 user,  load average: 0.00, 0.00, 0.00

is this a known bug?
