Forking, or posix_spawning from the native posix_spawn() implementation debate

Can Cygwin partake in the GoogleSummerOfCode?

** My project suggestions would be:
- native posix_spawn(), for performance, scalability and reduce
address-space related failures on Cygwin 32bit
- bring back Cygwin 32bit for Windows 10 32bit
- better support for newgrp, and add /usr/bin/sg or /usr/bin/winsg
- better filesystem performance in the presence of *.exe or *.lnk files.
- ...
