Cygwin/X taskbar icons changed with latest Windows update (OS build 22635.4225)

For a long time, I have been a Windows Insider.  I'm currently on the Beta
Channel:

Edition Windows 11 Pro
Version 23H2
Installed on ‎3/‎17/‎2023
OS build 22635.4225

The last update (or the one before that) changed the way that the Cygwin/X
taskbar icons appear.  Before the most recent Windows update, the icon in
the Windows taskbar for a given Cygwin/X window (xterm or emacs) would be
the same as the one shown in the upper-left-hand corner of that window.
I.e. a sigma-like "E" for emacs, or a "T" overlaid on an "X" for Xterm.

the icons on the Windows taskbar now are all the same, regardless of
application -- a big black X with an orange-ish ring around it.

Here is how I start the Xwin server:

    D:\Cygwin\bin\run.exe --quote /usr/bin/bash.exe -l -c "cd; exec
/usr/bin/startxwin"

I'm 99% sure this is a Windows thing, but I wonder if any Cygwin or
Cygwin/X developers can speculate about what is happening and whether there
is a way to make Cygwin/X more resilient to these kinds of changes in
Windows.
