I had already brought this to the attention of those august personages.
This seems to have been caused by enabling mod_cache_socache a little
while ago.
Anyhow, they have woven their deep and subtle magic, and this file
should be getting served properly again.
Additionally, we have removed the configuration to mark these files as
"do not cache" since the long-ago reasons for it (a) weren't very
convincing, and (b) probably are no longer relevant.
Please let me know if there are still problems accessing this file.
