Not the most helpful error message there, is it.  Running doxywizard 
under gdb seems to indicate the problem may be with cygqxcb.dll.  There 
seems to be a larger issue here: somehow the 5.15.18 DLLs are not 
present in /usr/bin after installing those released packages.  The debug 
version of them are installed into /usr/lib/debug/usr/bin but the 
stripped non-debug version are missing.  I will investigate further.

After the 5.15.18 DLLs get installed properly I can look into the 
version incompatibility problem.

Can you give an example of octave's issue?  Wondering if it's the same 
thing or something else.
