It is a subtle and puzzling PATH problem
the program that should be executed is "${B}/tools/gdbmtool.exe"
but there is a directory "${B}/test/gdbmtool/"
in the test PATH "${B}/test/" is before "${B}/tools/" so the
the testsuite is trying to excute the directory instead of the program
moving "${B}/test/gdbmtool/" to "${B}/test/gdbmtool.dir/"
and patching around solved the problem.
