update-ca-trust does not create openssl bundle

re-install ca-certificates

$ cygcheck -f /etc/pki/ca-trust/extracted/openssl/ca-bundle.trust.crt
ca-certificates-2024.2.69_v8.0.401-1

possibly without any Cygwin process running ;-)
