Incorrect command line handling when launching Cygwin program from Windows

Old, Oliver via Cygwin writes:

That's the expected behaviour from cmd.exe and has nothing to do with
Cygwin, so perhaps you read up on what cmd.exe does with it's command
lines (if you want get both a headache and nausea).
