Best way is usually look at the source package summary:

	https://cygwin.com/packages/summary/openssl-src.html

which shows you binary package summary links which you can select:

install package(s): libssl-devel, libssl1.1, libssl3, openssl, 
openssl-debuginfo, openssl-perl
