I see that Cygwin only supports Python 3.9.16 (or 3.9.18 as a test

As noted by earlier respondents, python3-3.12.9 is on the cygwin servers /
setup.ini; that's what I've been running for a few weeks.

But nevertheless, well done. Hopefully those responsible for python will
find your patch useful.
