cygwin.com/setup-x86_64.exe does not work

Hello!
I cannot see a clue why the link is not working.
>From here https://www.cygwin.com/install.html I had find out I need to use
information from this part of the table:

Table:
Windows Vista
Windows Server 2008
(NT 6.0)
All 32-bit Windows current 3.3.6
32-bit:
http://ctm.crouchingtigerhiddenfruitbat.org/pub/cygwin/circa/2022/11/23/063457
or the URL for any sourceware mirror, followed by cygwin-archive/20221123

The file appropriated for my system is actually of the source link, but the
link does not work.
I had not attended websites by these ways:
https://sourceware.org/mirrors.html
http://ctm.crouchingtigerhiddenfruitbat.org/pub/cygwin/circa/2022/11/23/063457
It is because I wanted clearify the situation why the main link does not
work.
Also I had tried to download this file
https://cygwin.com/setup/setup-2.938-uncompressed.x86.exe from this soruce
https://cygwin.com/setup/ and no change about results of the download.
Also I am not searching for the proxy websites anymore after that all the
proxies I had found were blocked. The last web-proxy I had used was www
croxy proxy com.
Additionally, I do not care about Roskomnadzor because my Browser properly
displays all text information from https://www.cygwin.com but it is
impossible to download just a file 1+ MB size. I suspect it might be blamed
on something from other side than me and my provider and the government.

Why an ISP may be of that interest, I am sorry I don't know.

No proxies available anymore, yes, I think it may be due to the
restrictions.
