"Invalid DTS" warnings only in Cygwin version of ffmpeg

Could you please try attached tool? This should fix the broken
timestamp.

Usage: fix_ts broken.mkv output.mkv

To compile this, you need libavformat-devel, libavcodec-devel,
and libavutil-deve packages.
