Another new cygwin-doc

I may just not know what I'm doing, but I think I've only CVS access.
Anyway, I have a new cygwin-doc that puts everything in /usr/share/*

It also creates shortcuts to the PDF and one-html file on the start menu
if you already have a Cygwin/ directory there.
