Please post your cygcheck output per http://cygwin.com/problems.html to 
the main list.

Also, what does 'type -a sqlite3' say?

Feel free to start a new thread on the main list with the answers.

Well, seeing as how this the the first such complaint I've received 
about SQLite3 3.7.17-3, which has been the current version for over 2 
months now, I'd say it probably does work as packaged.

Something is odd about your particular machine.  The cygcheck output 
should help us figure out what that peculiarity is.
