[PATCH cygutils 0/1] Notes

I couldn't figure out how to build cygutils and got confused along
the way, where the repository is supposed to be and how maintainer's
patches should be applied.

I remember finding an e-mail exchange between Mark and someone else
about cygutils' packaging and version numbering... yes it's a hurdle
for a newbie like me.

PS: First two e-mail patches ever :)
