Hi folks,

Happy to adopt libpng, urw-base35-fonts, xmlto, and state xmltoman has not been 
updated in over a decade, and no signs of activity, so leave as is unless 
updated, or someone wants to handle it.

Builds and logs are under Scallywag CI, with an issue raised here only about
urw-base35-fonts: GH Scallywag CI fonts build missing fonts.scale fonts.dir, 
which built locally with no issues, installed in Cygwin and Windows for 
dogfooding, and uploaded as test TBA, due to pervasive use and high impact of 
issues.

Built libpng locally and in playground with no issues, passed all tests, and 
uploaded as test TBA, due to pervasive use and high impact of issues.

Built xmlto locally and in Scallywag with no issues, passed all tests, deployed, 
and announced as stable: maintainers and users will test it.

Still to look at:

 > freetype2
 > graphite2
 > harfbuzz
 > jansson

after this week's other updates.
