Why don't scroll automatically?

Hello all,
  I wonder why cygwin don't scroll the screen automatically when the cursor reach the end line? Just like this

 user@user$ echo
 user@user$ echo
 user@user$ echo
 user@user$ echo
 user@user$ echo
 user@user$ echo
 .
 .
 .
 user@user$ echo  user@user$ echo  user@user$ echo  user@user$ echo 
 ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ the bottom of the screen
