htdig + unknown locale

Hi,

htdig.exe -c htdig.conf  gives me the failure message:

warning: unknown locale!

Steps that i tried:

setting LANG=de in /etc/profile
setting locale: de in htdig.conf

so I tried the same settings with de_DE.ISO-8559-1 (as referenced in
locale.alias) - no success

htdig 3.1.6
Cygwin DLL version info: DLL version: 1.3.12

Does anybody have an idea ? How can I check if locale is working ?
