'S-Lang', 'UUDeview', 'JED', 'MOST' and 'slrn' for Cygwin

Only some tweaks in the Makefiles and the configure script to build
correct with.  The only change to the source was to rename the modules
suffix in slimport.c, I changed the suffix from .so to .dll.  This was
also the major part to change in the Makefiles.
