That's got nothing to do with the shell.  It only depends on whether the 
program that does the "seeing" is a cygwin-based one or not.  From a 
plain CMD.exe:

C:\>\cygwin\bin\ls -l /usr
total 360
drwxr-xr-x+ 1 hbbro hbbro 0 Jul  4 00:15 bin
drwxr-xr-x+ 1 hbbro hbbro 0 Nov 29  2017 i686-pc-cygwin
drwxr-xr-x+ 1 hbbro hbbro 0 Nov 29  2017 i686-w64-mingw32
