As reiterated late last year in cygwin 3.4.0-1 announcement:

64 bit WS2012 will be supported until then by Cygwin 3.4 releases, and after 
then Cygwin 3.5 will be released (currently available for testing) and 64 bit 
WS2012R2 will be supported at least until MS drops support.
