Windows provides a set of functions required to be called by applications supposed to run as a service. The usual POSIX daemon is not prepared to do so, so it can't run as a service under Windows.

Cygrunsrv is a Windows service application, acting as a wrapper between the POSIX daemon and the Windows system.
