Dumper segfaults [WinME cygwin 1.3.22]

Dumper segfaults on my WinMe system.
I've being trying to diagnose some problems with cygwin, so I
tried to use dumper as described in the manual. Unfortunately
dumper itself segfaults so it hasn't been much help.
My system is (full cygcheck attached):
Windows ME Ver 4.90 Build 3000
Cygwin DLL version: 1.3.22
Intel Pentium P4 2.4GHz, 256 MB RAM.
Here's what I did:
